Legislature

The power and responsibility to make, amend and repeal laws in Delta state lies with the State House of Assembly The Delta state House of Assembly started off as a Legislative unit with the Department of Political and Economic Matters in the Governor’s office when the state was newly created in 1991 by the then Military Government. However, by a proclamation by the first civilian Governor of the state Felix Ovuodoroye  Ibru, who was sworn-in on the 2nd day of January 1992,the first session of the first assembly of the state ‘s House of Assembly was inaugurated on 30th January 1992 under the leadership of Hon. Emmanuel Oghenero Okoro (Isoko North I Constituency) as Speaker and Hon. Emmanuel  Igburu (Ughelli North II Constituency) as the Deputy Speaker.


The second Assembly was inaugurated on June 3, 1999 sequel to a proclamation by then Gov. James Onanefe Ibori with 29 members. The first session of the third Assembly was inaugurated on June 3, 2003 by Gov. James Ibori also. However, following the smooth civilian-to- civilian transition of May 29, 2007, a fourth Assembly was birthed on 4th June 2007 by the Proclamation of Gov. Emmanuel Ewete Uduaghan with Hon. (Dr.) Olisa Imegwu as speaker.

The current 30 member fifth assembly was inaugurated on 7th June 2011 under the leadership of Rt. Hon (Engr.) Victor Onyekachi Ochei as the Speaker and Hon. Basil Ganagana as his deputy, together with six other individuals they form the current principal officers of the Delta State House of Assembly.
