Comrade Ovuozourie Macaulay was born on 25th October, 1960 in Owhelogbo Town in Isoko North Local Government Area of Delta State. He attended St. Ambrose Primary School, Ughelli/Uruogbe between 1969 and 1974. He later proceeded to the famous Iluelogbo Grammar School, Iluelogbo, where he obtained his West African School Certificate in 1979.
Comrade Ovuozourie Macaulay, moved by his love for education proceeded to the National Institute for Public Relations in Kaduna in 1982. From there, he got admitted in the Institute of Management and Technology, Enugu (Distant Education Programme, IMT UNIAIR) where he had an Ordinary National Diploma (OND) in Mass communication. In 2004, he bagged a Bachelor’s Degree (Hons) in Mass Communication from the Enugu State University of Science and Technology.
His doggedness and love for justice, equity and fair-play saw him pioneering and championing the course of various Labour Unions. He was the pioneer Chairman, Nigeria Union of Journalists, Delta State Council, from March 1992 to May 1994. Between 1986 and 1987, he served as the Secretary of the Nigeria Union of Journalists, Bendel State Council and Member of the NUJ Constitutional Conference Committee.
In March 1993, Comrade Ovuozourie Macaulay, was elected the Chairman, Nigeria Labour Congress, Delta State Council. It is on record that throughout his tenure as Chairman, the entire Delta State workforce experienced tremendous positive changes as the welfare of workers and all other matters concerning the Labour Union was treated with utmost commitment.
His passion to serve coupled with his high intellectual capacity paved way for him to be appointed into various Committees and Organizations. In 1994 and 1995 he was appointed Member, Audit Panel on Delta State Oil Palm Company Limited (OPC), Member, Staff Audit Panel, SPEB, respectively as well as Member, WAI-C in the latter year. In May 2001, he led a six man delegation of Nigerian Trade Unions to study the Democratic Struggle and Role of Labour in South Africa. From November, 1992 to March, 1993, he was State Member, Re-Organization of Political Parties during the Babangida Era, Member, Poverty Alleviation Committee, Delta State, February 2000 to 2003, and Director, LACOM Bank Limited, Lagos in 1999.
Comrade Ovuozourie Macaulay also coordinated the Delta Manna Foundation Hospital project from 2001 to 2003. In 2007, he was appointed Chairman, PDP Committee, Uduaghan Gubernatorial Political Oganization. This was in recognition of his astuteness and a creative approach in solving problems.
In November, 2003, he was appointed the Honourable Commissioner for Special Duties (Inter-Party Relations and Conflict Resolution), which automatically made him a Member of the Delta State Executive Council. Between 4th June, 2007 and 17th August, 2007, he was appointed Chief of Staff, Government House, Asaba Delta State. In August 2010, he was appointed Honourable commissioner for Energy. This position he held until the second tenure of this Administration when he was appointed Secretary to the State Government in June, 2011.
Furthermore, in the course of his career, Comrade Macaulay attended several courses, seminars and workshops at home and overseas to further equip him I he discharge of his duties. These include:
- Role of Labour in Politics, United Kingdom (UK);
- Civil Society Network for Stable Democracy, ILO, Geneva;
- International Security and Early Warning Signs, Peace Institute, Canada;
- Building National Security, Galilee College, Israel; and
- Media Practice and Law of Libel, Benin City, Edo State, amongst others.
Comrade Ovuozourie Macaulay is a devoted Christian and a lover of peace and justice. He is happily married with children and his hobbies are reading and travelling.
