The transport sector is an important component of the economy, impacting on socio-economic development and people’s welfare. Efficient transport infrastructure and services provide economic and social opportunities and benefits necessary for sustainable development.

The Government intends through the Directorate to develop the capacities of towns with major transportation nodes such as; Effurun, Warri, Udu, and Osubi etc., with good access by road, sea and air. This will entail the provision of Jetties, Waiting Sheds, Rail Transportation, Parks, Scrap-yards and Floating Filling Stations at strategic locations across the riverine communities. Some of these projects have been executed through contracts while others are still on-going.


The Directorate of Transport is charged with the responsibility of formulating and implementing the State Transport polices and programmes.  The broad goal of the Directorate is to provide safe, reliable, effective, efficient and integrated transport operations and infrastructure that will best meet the needs of passenger and freight services.


  • To channel all available resources to provide Delta State with adequate, sustainable, affordable, comfortable and safe transportation services in all modes as well as provide Mechanical Engineering/Marine Services to Deltans in general,
  • To promote  general Mechanical/Marine Engineering practices in the execution of state policies and programmes and the provision of equipment support services and engineering practices relevant to the transportation industry for rapid development and improvement of transport infrastructure for the benefit of the citizens,
  • The Directorate will be responsible for the design, supervision, and administration of traffic control devices, inter-city/intra-city transportation and water craft services,
  • The Directorate is to ensure effective management, control of road traffic policies, safety of lives and property on our roads as well as harnessing of revenue accruing from motor vehicle related transactions and taxation, 
  • To provide transportation infrastructures such as Jetties, Buoys, Pillars, Terminals and Stop Shelter, Lay-Bys, Harbour etc,
  • To evolve active strategies for the channelization and dredging of inland waterways routes in or to provide easy access to the Riverine communities in the State.

Consequently, the Directorate of Transport is charge with the following responsibilities

  • Formulation and implementation of the State transport policies.
  • Regulating  Traffic on State roads, bridges and waterways.
  • Roads and Waterways Safety measure.
  • Provision of infrastructure to encourage inter and intra city transport by private investors.
  • Removal of Obstruction from the highways and waterways.
  • Vehicle inspection and issuance of roads and river    worthiness certificate.


In line with the broad policy of the Directorate and in furtherance of the three Point Agenda of the present administration, the achievements of the Directorate of Transport since inception of this administration are as follows:

The State Urban Transportation Programme

  • Launching of the State Urban Taxi Scheme with 170 Taxis.
  • Purchase of Four Hundred and five (405) 18-Seater Buses for the State Urban Transportation Programme
  • Provision of nine (9) 38-Seater Nissan Civilian Buses for students in the various Tertiary Institutions in the State
  • Procurement of Fifteen (15) Toyota Hiace Buses for the Delta State Shuttle Bus Scheme for primary and secondary school children.
  • Procurement of 50 Marcopolo Buses, 5 Mass Transit Buses and 100 Hiace buses for the Mass Transit Scheme
  • Procurement of 1000 Tricycle Units to phase out commercial Motorcycles in the state
  • Construction of Bus Shelters, Trailer Parks and Lay-bys to decongest roads and ensure free flow of traffic within city limits.
  • Procurement of 160 Buses for the State Mass Transit Scheme.

Traffic Signs and Control Devices

  • The Fabrication and Installation of 720 Regulatory / Traffic Signs across the State.
  • The Fabrication and Installation of 78 Informative, Regulatory/Traffic Signs along NPA expressway.
  • Provision of 16 Zebra Crossing Markings in Asaba and Warri.
  • Installation of 154 Intelligent Road Studs at Government House Link Road and the Summit Road from Inter-Bau Roundabout.
  • Lane Marking of major towns such as Asaba, Sapele, Osubi, Effurun, Amukpe, Oghara etc.
