The Delta IPP project is targeted at specific infrastructure needs of the economy of the state namely: the industrial sub-sector, commercial enterprises and households. Recently a contract was awarded for the building and purchase of two numbers Rolls Royce gas turbine generator and installing them, which is phase one of the power plants. The project is expected to go through the process of engineering, procurement and construction.
However it is important to note that it takes a minimum of 24 months to produce a turbine, otherwise it's a 36 month- project, either in Europe or United Kingdom. So, even after paying for it, the government will have to wait for a minimum of two to three years for it to be produced. What people want to see is the site construction but that is the last aspect of the project. The engineering, design and procurement part is the major part of it.
The power generating stations are cited at four locations and these are Okpai, Ugboren, Olomoro and Oboghoro. The government has installed transformers, built transmission lines but don't have power to generate the energy to put in these transmission lines and that is why it seems as if the state's efforts are not yielding enough results.
The state government has also given a lot of support to the Federal Government in this sector, the state was one of the first to make a contribution of over N15 billion to the national coffers and, of course, the Governor, Dr. Emmanuel Uduaghan is a member of the national IPP, such that when the federal government is able to get it right, the state is already positioned to benefit reasonably.
Delta State government has built over 50 7.5MVAs. They are also building a number of 2.5 MVAs and are installing almost on a weekly basis, transformers across the communities in the state to the extent that it is only very few communities that are yet to have transmission lines and its being catered for in the current budget.
The Delta state government wants to make sure that every local government and communities in the state have power infrastructures. This is because government knows the usefulness of power, as a basis of development.
The power project is also designed to serve the 25 local governments covering 1,509 towns of the state; and should be a major catalyst for the industrialization programme of the present administration.
