Prof Amos Agbe Utuama

deputyProfessor Amos Agbe Utuama SAN is a man of outstanding qualities within both the academic and political arena.

Born on June 5, 1947 to the family of Mr. Okperon Utuama and Mrs. Bukeroro Utuama of Otu-Jeremi, in Ughelli South Local Government area of Delta State.

His early year of education started with L.A. School, Otu-Jeremi, and Commercial Modern School, Benin City. He joined the Bendel State Civil Service in 1964. He passed his G.C.E. Ordinary / Advanced Levels in 1972 / 1973 as a private candidate. In 1974, he was admitted into the LL.B Degree course of the University of Lagos and graduated in 1977. Utuama was called to the Nigerian Bar in 1978. A brilliant researcher, teacher and advocate, he holds the academic and professional qualifications of LL.B (Hons), and Ph.D. from the University of Lagos and B.L. from the Nigerian Law School, Lagos.

As a result of his professional and academic versatility, he was appointed Professor of Law in the Department of Private and Property Law, at his alma mater, The University of Lagos in 1998. Aside from his professional excellence and reliability, Prof. Utuama was at different times appointed a consultant to the African Development Bank, G.M. Ibru & Co. and several Oil companies and organizations.

Due to his prolific input to the people of Delta state and with the advent of Democracy around the corner, Professor Utuama became the ready choice of Governor James Ibori for the position of Attorney General and Commissioner for Justice of Delta State. After an indisputably meritorious time in office, he was re-appointed for another term in office on 8th September 2003, thus becoming one of the longest serving Attorney General and Commissioner for Justice since the creation of Delta State.

Professor Utuama’s contributions to national service span a host of offices, bodies, councils and committees. These include:

  • Member of the Technical Committee of the South-South Governors and National Legislators Forum.
  • Member, Council of Legal Education (1993 – 2003);
  • Chairman, Tenders Board of Council of Legal Education (1993 – 2003)
  • Member, Body of Benchers (1993 – 2003),
  • Member, Delta State Boundary Committee and member, Delta State Security Council and Member, Delta State Executive Council (1999 – 2003 and 2003 – 2007).

He is also a member of the prestigious Chartered Institute of Arbitration in the UK. For his outstanding contribution to development of Planning Law in Nigeria, he was honoured with a Fellowship of the Nigerian Institute of Town Planners (FNITP).

During his tenure as Attorney General and Commissioner for Justice in Delta State, Utuama articulated issues relating to resource control and True Federalism. He successfully prosecuted and defended several cases at the Supreme Court affecting the various tiers of government in the Federation. Most notable of these was the Seaward Boundary case between the Attorney General of the Federation and Attorney General of Abia State and 35 others. The success of the counter-claim of Delta State resulted in largely defining and re-shaping the principles of revenue allocation of the Federation Account in line with the 1999 Constitution.

A painstaking and enthusiastic legal scholar of high repute, Prof. Utuama is committed to the improvement of society through law reform and the study of law in social context. An author and editor of over 100 publications, a legal practitioner of high standing, Professor Utuama has distinguished and earned himself recognitions, honours, commendations and several local and international awards.As a legal luminary, the finest hour of Prof. Utuama came when on September 26, 2005, he was conferred with the prestigious rank of Senior Advocate of Nigeria (SAN).

Against the background of his strong organizational abilities, industry, brilliance, patriotism, reliability, capability and competence, it is really not startling that Prof. Utuama became the appropriate choice of his equally outstanding colleague, Dr. Emmanuel Eweta Uduaghan as running mate at the April 2007 Governorship Elections in Delta State. It is now history that this joint ticket of a distinguished medical practitioner and grassroot, political strategist combined with that of an eminent scholar and lawyer; has produced a resounding pair of leaders that will take Delta State to greater heights.

An eminent lawyer, scholar and administrator, Prof. Utuama was elected the Deputy Governor alongside his equally outstanding colleague; Dr. Emmanuel Eweta Uduaghan as Governor at the April 2007 Governorship Elections in Delta State.
